Water Law
Upon the review of Local Law No. 1 of 1995 it was realized that we have not been assessing the water penalties as written in the law. This is partially due to our prior water programs not being able to assess penalties in this manner. We now have a program that will. This is what the law reads: “Meters are read and customers are billed quarterly. All bills are due and payable within thirty (30) days at the village office. On bills remaining unpaid after thirty (30) days, a five percent penalty charge will be added, and on bills remaining unpaid sixty (60) days after rendition, a ten percent penalty charge will be added.” All have been followed except for the ten percent penalty after sixty (60) days. We have begun this penalty with the prior quarter for water. If you have any questions or want a copy of our water law, please feel free to call the village office.
Mt. Utsayantha Toilet
The village crew has made great progress on the composting toilet on Mt. Utsayantha. It is in the final painting stage and landscaping still needs to be done around the toilet. A ramp for handicap access will also be installed. The toilet will be available for full usage next year, as our park closes for the season on October 15th.

Leaf/Brush Pickup
Brush pickup will still be on Monday mornings. Please use paper bags for leaves. Do not use plastic bags or they will not be picked up.
The tentative date to begin using the leaf machine to pick up loose leaves is the week of October 19th. If we do not have a full days worth of work, it will begin the following week.
Cold Spring Mase Park
We once again have been hit by vandals at our Cold Spring Mase Park located off of Prospect Street. This time they have smashed 35 solar lights and have broken spindles on the railings. It truly is such a shame as people really enjoy walking, feeding the ducks, or just relaxing in the park. If anyone knows anything about this act of vandalism or any other act of vandalism, please call the village hall. If you see or hear anything suspicious, please report the incident to the state police and village hall. Because of the number of incidents we have had with the breaking of the lights, we no longer will have lighting in the park. Thank you all for your help.
Water Meters
Please be aware that our water law will also be enforced when the new meters have been damaged. Our law reads: “The village will furnish, install and maintain meters and meter couplings, but the customer shall install on his premises the necessary piping, fittings, valves and pipe couplings to receive the meter. The village will maintain meters as stated insofar as ordinary wear and tear is concerned, but in the case of damage by freezing, hot water or external damage, the customer will be held responsible for the cost of repairs. The village recommends the installation of suitable equipment, properly located and installed to prevent back flow of hot water which may cause damage to the meter or other damage to customer plumbing.” Please take care of the meters as a regular meter costs approximately $200.00 and a larger meter is a lot more costly.
